Een derde verklaring is dat ‘Persie’ helemaal niks met dat land in het Midden-Oosten te maken heeft. Er is een streek in Frankrijk, die Le Perche heet. Dat ligt ten Oosten van Normandië. Minder ver weg dan Iran, maar ook wel leuk.

"Persie" is a last name / surname.
This means this name originated not necessarily in the Netherlands, but even if it did, it might require a whole lot of research to find out what it means, if it means anything at all.

You will see that people who have the last name Van Persie overwhelmingly come from Malaysia and The Netherlands with smaller numbers coming from Benin, Spain, the Czech Republic, and Australia. This does not tell us, however, how they happened to have that last name to begin with.

It is alsmost certainly Persia For what it's worth, mis-spelt or not, and from a linguistic perspective, the Greek name for Persia was Persis; the Afrikaans name for Persia is Persië; the Hebrew name for Persia is Paras and the name for the language is Farsi. Ample evidence for use of the letter "s" in reference to this area. If his original has it as Persië, I wouldn't make too much of a fuss about that.

so something must be wrong with this nonsensical combination of letters (non-word)

you'd better focus on the question what is wrong with this nonsensical combination of letters
perhaps you will be able to infer this from the context

this combination of letters looks like 'Perzië', which is the former name of the country which is now called 'Iran'

so it could be a spelling error of the Dutch name/word "Perzië"
