There are surely other (and better) ways of translating your text, but the following should be acceptable.
More context would have been aprreciated.

- Obligation of secrecy; obligation not to divulge anything.
- Being able to write clearly and properly.
- Knowing the chapters of the scoresheets
- Writing down only what the jury dictates

Will only record (write down) that which is dictated by the jury

The Dutch list is made up of different tenses. If the above are some criteia for jury selection, the above would fine. IMHO
