neutral  writeaway: even your ever-present online dictionaries vote against you /whatever
36 mins
-> Thanks writeaway, but this time I have common sense and logic on my side.

agree  philgoddard: Yes, this is the most sensible solution in my opinion.
43 mins
-> Thanks Phil! Yes, it sounds a hell of a lot better than some sort of ugly ‘negative, unless’ construction.

disagree  Natasha Ziada: I don't think this is right. According to the ST the council clearly issues a negative advice, that will ONLY be overturned if certain conditions are met. So it is clearly not a positive recommendation.
16 hrs
-> They don’t actually issue a negative opinion, but say that IF the applicant does not change the bouwplan, they will.

neutral  Barend van Zadelhoff: They do make a negative decision which may be and can be changed if requirements are met. No G-hits for your suggestion. Please also note, it is not just an opinion, in practice the 'advies van de commissie' is to be followed. /I mean the 'advice' variant
18 hrs
-> Have you tried clicking on the first link in my answer? The Google search for "conditionally positive opinion". / I know, I wouldn’t use ‘advice’ either. I’d use ‘opinion’, ‘recommendation’ or ‘decision’.

disagree  freekfluweel: Bij de WC is het gewoon keihard Ja/Nee!!!

-> Hoe zou jij het dan vertalen? Volgens mij is ‘Nee, tenzij’ hetzelfde al ‘Ja, als’ in deze context.

Negative decision, with a caveat

Explanation:
'advies' is used in the singular in dutch, but is uncountable in English, and therefore decision is suitable.

neutral  Barend van Zadelhoff: 'with a caveat' is not the kind of language that would harmonize with the structure and the flow of the source text, it would seem to me.

neutral  Michael Beijer: caveat (warning, proviso or reservation) doesn’t work here

neutral  writeaway: as so often, this has been turned into another mountain out of molehill situation. No need to look far and wide or to try to be different/original. a straightforward translation of the straightforward Dutch (see actual context) is all that's needed.

not granted, reconsideration only...

Explanation:
building permit: NOT granted, reconsideration of verdict only when applicant meets following requirements:

(Niet mijn vakgebied en ik hou niet van WC's! WC's zijn in het algemeen een hele dure grap voor architecten die hun werk moeten laten beoordelen door de plaatselijke bakker, visboer of andere proleten. Geen enkele andere professie kent dat; een architect bepaalt ook niet of de broden van een bakker wel aan de esthetische normen voldoen en derhalve wel of niet mogen worden verkocht)
