It is a short poetic description of one of the seasons, probably autumn (but Dutch weather can be like that all of the time!):
"Western winds and downpours come swift to plague the people" but then more poetic than that!
In the Dutch above 'vlagen' and
'plagen' rhyme, of course.

Although the literal translation would be: " Westerly wind and rainy squalls come soon to torment people" I took the poetic licence to adjust it to the original metre.
