I would read vern as vernieuwen and uitg as uitgebouwd: these are the most usual repairs and understood as such by native speakers

This is really a wild guess (although I feel 'uitg' is 'uitgevoerd') and will have to do for the time being until I get a chance to properly research it, or if it proves to fit in the context (I found that this often becomes clear later in the document)
