This season's apple production in the EU-25 will be down by 5% on last year apparently.

Vooral de hittegolven van juli en het rooien van areaal zorgen voor een daling van de appelproductie in Spanje (-21%), Frankrijk (-10%)....

I think this has to mean that land that was once used to cultivate apples has been dug up and used for something else. Searching for the right phrase.

It seems to me thatwhere apples used to grow buildings are now busy growing.

agricultural area clearing

When searching Eurodicautom, I found "land clearing" for "rooien". Perhaps you can translate it as "agricultural area clearing" ?

If it has to do with using the soil for other cultivations, maybe you can use something like a "change in soil destination". It's just an idea...
