This refers to the location of a vehicle chassis no. I'm not sure what to call the 'balk', and I can't find 'asstel' in the dictionary (couple of mentions on google, but I'm none the wiser ;)

Just a suggestion, but hat's how I would express it. "Balk" = kokerbalk = girder. "Asstel" I read in this case as "construction of the axle system". Eurodicautom gives for "twee-asstel": tandem axle and for "drie-asstel": tri axle. Hope this helps.
