When you see a word like that, try taking it apart as the Dutch tend to write everything together, i.e. Terugval Optie. A fall-back price is a minimum price, so I presume a fall-back option would be a good expression even if it is not listed.
I suspect the person who wrote this makes up his own vocabulary, or uses the standard terminology accepted in his own circle.
