Dutch term or phrase: zou worden aangekocht
Someone applied for a loan, which was approved several years ago. The way this is reported at the present time is as follows:

Met dit krediet zou een huis worden aangekocht waarin X een [ ]praktijk wil inrichten. De [personen] zouden op kosten van X in Nederland studeren.

I'm confused about the tenses, as this happened several years ago.

In the para above it says:

'Het betrof een krediet van [bedrag] dat zou worden gewaarborgd door...'

Is this zou in the sense of 'allegedly/apparently'?

It\'s not so much a case of allegedly, but rather the reporting of an intention at a point in the past. E.g. \'ik zou eerst met de trein gaan...\' = \'I was going to take the train...\'.
