WHAT is he talking about?! I'm afraid the entire sentence has confused me, so help would be very much appreciated.

English translation:"meerwerk" (and "minderwerk"): contract variations / contract
Explanation:
extras. Terms mostly used in building contracts. These variations are added to (or deducted from) the original contract price. I think what this person means by "als er zaken zijn" is that if there is additional work, it should not be billed automatically as a contract extra, since a good price was agreed and extras should be seen as part of the work

if there are problems

Explanation:
The author thinks that the supplier has a good priceand that he should not immediately start charging for extra hours, if problems occur. He is of the opinion, that these items belong with the work.

as the things are / stand

Explanation:
AA is explaining to BB why shouldn´t he charge extra hours. BB probably agreed on a lump sum price for some kind of work and after that changed his mind and now wants to charge extra hours (or perhaps AA and BB are employees of the same company CC).AA is explaining him that AS THE THINGS ARE it is not right to invoice CC for overtime.

That´s the way I understand it.

if there are issues

Explanation:
long rambling sentence that should be split up!

and [if?] I'm not constantly burdened with extra hours, because I think you have a good price for the entire job and if there are issues you don't send a multiple-job invoice straight away; it's just part of the job

if there are issues (charging extra hours)

Explanation:
reading over the other responses, I've decided that the first part should be "constantly charged for extra hours", not "burdened with"
