Sometimes people like to make things more complicated than they are; in most cases following simple logic is the best way; here it seems that applying logic makes sense, unless you phone the specific bank and ask them if they mean anything else by it, and
'Jongkrediet' as such seems to be a non-occurring/non-existent term in Dutch (i.e. no direct Google hits). 'Jong krediet' shows a limited number of hits and refers to a small business loan scheme (microkrediet) for people in developing countries.
