I fully agree that your suggestion "duly authorised registrar of births, deaths, marriages and registered partnerships" is valid in the context, especially if your are giving the asker an example of how you would write it. But it is NOT correct as an answer to the question - there only "behoorlijk afgevaardigde" was asked for, a term that can be used in many other instances. IMO the ANSWER should cover the QUESTION ONLY, after which the answerer can write his heart out in the explanations and for our benefit. ;-)
I think Cindy is right, her option is better than official or representative. However, if it is a Dutch text is should be: duly authorised registrar of births, deaths, marriages and registered partnerships
the term asked is 'behoorlijk afgevaardigde', where 'afgevaardigde is an adjective (the person having been 'afgevaardigd' bij another person or a body). Hence a correct suggestion would have been 'duly authorised'.
