agree  Maria Callebaut: in Belgium usually: uit de register geschrapt or uitgeschreven... but, yes, this is the only possible translation. This is what they do when somebody leaves the commune or city....

agree  edith1: strange, one would expect 'uitgeschreven op', afgevoerd sounds like the person was deported. But EgonWegh is probably right: removed, went to live somewhere else.
