Department of City Planning and Control

Explanation:
Sorry, I gave this answer to the previous quesiton. Didn't realise this was a separate question.
In London, I am quite sure that the term used is City Planning and Control. There was a recent vacancy for a manager of City Planning and Control for the City of London. As this has now been filled, they have taken the job specification offline. However the link is still there and I give it below:

neutral  writeaway: afaik, your ref is for a planning and control job in the city of London, not for it

-> Your book title is Urban Planning and Management. This means the same as City Planning and Control but not the same as Urban Development and Management.

Urban Development and Management is closer to the Dutch original and that term is also used. However, in the UK certainly, people tend to refer to Urban Planning rather than Urban Development because very often the function of planning departments is to restrain and control rather than to permit development.

However Urban Development and Management is also used, especially in the United States, and as it is so close to your Dutch original you may as well go with that.

The primary aims of the journal are to analyse and assess past and present urban development and management as a reflection of effective, ineffective and non-existent planning policies; and the promotion of the implementation of appropriate urban policies in both the developed and the developing world.

According to the UN, 1 billion people live in slum areas, and this number will rise to 2 billion by 2025. "If we wish to combat poverty in the world, then greater attention to urban development is imperative," explains Molenaar. "In the Netherlands, there is a great deal of knowledge available in the field of urban development. No less than 280 organisations are working in this domain, but knowledge exchange and harmonisation between the parties concerned leaves much to be desired. In this respect, change is essential. The Netherlands must raise its profile as an expert in the field of urban development and management ? as it is already doing with regard to our water and agricultural expertise." ITC has taken an important step by signing an agreement with UN-Habitat.
