'inlening' ('(the) hiring') is a word I haven't encountered in a Belgian context (where I'm from)yet and is a word often used in The Netherlands to describe the 'hiring' of an employee by a third company whereby the employee remains employed by his original employer; from the employers' point of view you might also call it 'detachment'.

Explanation:
In a contract for a Dutch temp agency the word "inlenen" and "inleners" and "inleenopdrachten" are used to mean "placing temporary workers", "companies using temporary workers" and "requests for temporary workers".

I expect the legal document specifies subcontracting and the use of temporary workers (employees) instead of using own employees for the job.
