I did a quick search on the web and come up with the following:

De bepalingen betreffende gegevensbescherming krijgen daardoor rechtswerking.
Data protection rules will thus have mandatory legal effect



Rechtsafstand is not used on the Europa web site but I did find it in various other web sites in which it seems to be a synonym of 'rechtsverwerking'

I checked on rechtsverwerking on the Europa web site and came up with the following:

Estoppel is 'uitsluiting' in Dutch which is what is meant since with 'rechtsafstand' they mean 'afstand doen van rechten' (in Van Dale: he has relinquished / surrendered all his rights, ( in het bijzonder formeel ) he has renounced / relinquished / ceded all his rights, ( formeel ) he has signed away all his rights).

So I would use these titles.

disagree  Legal and Business Translation Services: RechtsVERwerking should be translated as "forfeit of rights" in the sense of "to forfeit one's rights". This is sometimes argued to be the case when a party has refrained from taking legal action for a certain period.
