Dutch term or phrase: aanspraak maken op iemand
Again, this is from a legal document translated by a colleague/friend of mine, which I am currently proofreading.

I have heard of "aanspraak maken op IETS" (as in "lay claims to something"), but not of -"aanspraak maken op IEMAND". Does this imply suing somebody?

The context is as follows:

"Aanspraken van [persoon] op [persoon]
De [persoon] zal aanspraken ter zake van het object, daaronder begrepen die wegens garantie, onderhoud of het niet beantwoorden aan de overeenkomst op eigen naam en rechtstreeks tegenover de [persoon] geldend maken, zulks op basis van de hiertoe door [instantie] aan de [persoon] gegeven bevoegdheid. Iedere vordering van de [persoon] te dezer zake tegenover [instantie] is mitsdien uitgesloten."

Van den End has lots of phrases involving aanspraak in his Juridisch Lexicon, which include aanspraken jegens iemand - claims against a person, but then there is another which suits your query better 'iedere aanspraak op ons...', which is 'any claim against us [for damages etc.]'
But 'aanspreken om' is indeed to sue (bring an action against) [a person] for damages, etc. See which best fits the text as a whole.
