This word appears in an audit report issued by the Aruban Tax Department. The passage reads:

"Inhoudsplichtige heeft te kennen gegeven de verschuldigde loonbelasting en premieheffing AOV/AWW en AZV op zijn werknemers te verhalen. De bovenstaande loonbijtellingen zijn daarom als bruto loonbijtellingen aan te merken. Tevens heb ik inhoudingsplichtige ter ondertekening een **verhaalbrief** overhandigd."

I know that "verhalen" is "to recover [money still due to you]", so could it be a "recovery letter"? Does any such term exist?
