Controle op rapportage van de rayonmanager = auditing/monitoring the regional manager's reports
Controle op de geldstroom = auditing the money flow(s)
Controle op de naleving van de procedures = auditing/monitoring observance of the procedures.
I think that in connection with money, auditing is usually used. Auditing is also more formal. Monitoring would be could for internal "controles".

Audit is not likely to be the right word since "controleren", or "accountantscontrole" would then have been used in the Dutch.
