After giving this a lot of thought I would translate it as:
curriculum dean

The 'bouw' part should be seen more as 'opbouw'.

Van Dale says the following for 'opbouw'
structure
bodemprofiel make up, composition, organization, constitution
curriculum ( bijvoorbeeld van een studie )

and for 'decaan':
dean
chairman of the faculty / department, chairperson of the faculty / department

I was looking this up, and bouw has several meaning e.g. frame-work, culture, cultivation, growth.
I do not know what context you are using it in.
Decaan is translated as Dean.
Maybe you can make some combination with this.

Explanation:
Explanation simple. Having some knowledge of higher ediucation in the US and UK, I simply thought what was most plausible solution, then typed it in to google, checked firstly how many hits and secondly the quality of the hits. It is amazing how lazy translators are - they have an idea - but then don't go the necesary further step of putting their idea to the test. It's not rocket science. Look at it this way - the Dutch academic system is not so very distinct from any other system that 'bouwdecaan' will have no equivalent in the English language - therefore guesswork is not required. There must be a clear answer as to the equivalet term that UK, Australian, US and other universities in the English-speaking world use. How many hits do you get on google for 'constuction dean'? Around 51. Doesn't that tell you it can't possibly be correct?
