Dutch term or phrase: concessievergoeding
Context:

I am about to start translating a pre-budget statement for two (merging) companies, and am having problems with the following sentence:

"Terugdraaien afkoop concessievergoeding

Ultimo 1997 is door [...] 60 mln. en door [...] 168 mln. betaald, inzake de afkoop van de voorheen jaarlijkse uitbetaling van concessievergoedingen voor respectievelijk elektriciteit en gas.

As always, Kudoz points will be awarded for the most helpful answer.

Many thanks,

Pikey

Explanation:
concession, as in mining, or licence. In the case under review, a lump sum seems to have been paid for gas and electricity concession or licence fees previously paid on an annual basis. I cannot be more specific in my suggestions without knowing what exactly these payments were for. The term royaties might even be appropriate as well.

Very helpful suggestion, especially in view of the fact that there was very little context in my question.
