Context:

I am currently translating a pre-budget statement for two companies that are about to merge.

The sentence is as follows:

"De korting ter bevordering van een doelmatige bedrijfsvoering, voor zover het betreft de inkoop van elektriciteit wordt voor elke vergunninghouder afzonderlijk vastgesteld aan de hand van door de vergunninghouder aan te leveren gegevens en op basis van gemiddelde inkoopprijzen (voor zowel de vrije afnemers als de beschermde afnemers)."

Can these terms be translated simply as "protective and free customers"?

It refers to "special clients" with a large power consumption, perhaps state-run companies, who benefit from a special (low) tariff. These customers might be referred to as "protected customers" (not "protective customers" I would think) - they are protected (against free market prices) by the state. The "free customers" would be all the rest, i.e. those exposed to the free market prices (and their fluctuations).
