APK = (periodic) motor vehicle test; (British) MOT test
T/M April 2003 = tot en met April 2003 = up and including April 2003
APK T/M April 2003 = the car is roadworthy up and including April 2003

kosten voor koper = expenses to be paid for by buyer

APK = algemene periodiek keuring = general periodical testing
Nevertheless, you often hear/read APK-keuring (actually wrong = two times \"keuring\").
T/M = tot en met = up and including
tot = until
Like Jeroen points out, this car may (however not roadworthy) be OK, but it doesn\'t get a test or was rejected and did not get the appropriate repairs to get it passed.
Normally you should never buy cars with an expired APK. Overhead costs of an APK are generally some 40 Euros. APK should take place AT LEAST every 12 months, but when the APK is only valid 6 months or less, it is not improper to ask the seller to provide the car with a new APK.
For instance, the APK of my car expires in November. When I should like to sell my car, I should have it approved with a new APK. Gives a better impression.
On the other hand: APK is a minimum requisite, but cars with an APK might be worthless for another reason.

For exporting cars, the APK might be quite meaningless, beacause in some coutries testing is no statutory requirement, or has a different charakter.

agree  Jeroen Latour: Note that it may still pass inspection, just that the inspection expired in April, meaning that it was last tested in April 2002 I believe.
