Ik zoek het Engelse woord voor activeringsverplichting. De context is de Wet Socialezekerheidsrechten gedetineerden.

Hello Sanmar, I think here it concerns the obligation to provide social security rights to inmates or prisoners in the Netherlands, as they obviously cannot earn income (other than 'zakjes plakken'). ;-)
However, another search on 'Wet Socialezekerheidsrechten gedetineerden' brought me lots of documents that in fact, there have been proposals in Dutch parliament that this so-called right no longer applies to, or may no longer exist for prisoners.

It comes from the more modern Dutch word 'activeren' in the computer-world sense, i.e. to activate an account. I did a search on UK prison and got, among others, a penal Lexicon on-line catalogue, which might help you in your translation!
