English translation:locked earthing switch (Or possibly 'interlocked ...'
Explanation:
the following ref has the Dutch term:
http://www.users.skynet.be/bvds/tractie/foto-ost.htm

The only English hits for "earthing blade" or "earthing knife" I can find are translations (e.g. http://www.stieletronica.com.br/eng_rede.htm
http://www.mzt.hr/projekti9095/2/05/238/rad_e.htm

and of the two, from my own experience, I prefer "earthing blade".

However, what is being refered to is probably an earthing switch which happens to be a blade-type switch.

For examples of 'earthing switch', see the ref

earthing knife

Explanation:
Marijke,

That's an aardingsmes
Now, for vergrendeld, I didn't find both references together, but a suitable translation could be bolted or double-locked.

Good luck!
