'HI Davorka, 'uitstippelen' really means drawing an interrupted line, marking off traffic lanes, etc., at first I thought in this context it is obviously laying out, designing a plan, but when I took a second look at the text, [om drie zones rond de xxx uit te stippelen] it really does look like they are actually planning to mark off territory.
