The translation in question concerns a Dutch government programme aimed at reducing noise caused by vehicles during loading/unloading operations in built up areas. The 'rolcontainer' is some kind of large vehicle. It carries a container and rattles along the streets. One company has come up with a development that reduces the noise it makes. It is a kind of travelling container, but the noise is made by the vibrations set up by the trailer or similar on which it is carried, due to the weight of the container.
I can't for the life of me think of a term that says all that. It is in fact a kind of container-trailer combination, but I want one word, not three.
