Explanation: starting phase/final phase seems to be the most appropriate. I just did a project translation where this was used in this sense:
Working in a project team is a complicated process. In order to stay on top of such processes, you must approach them systematically by recognising a number of phases within the process. These phases will be completed step-by-step. Sometimes it will be necessary to continue on to the following phase, although it is important not to start the following step until the prior step has been fully completed.
