The word "Federal" is not part of the common name of the law, although it is a federal law. The word "credit" was poorly chosen. It can be retro-interpreted to mean "the protection of consumers in dire credit situations," i.e., "loans that have gone bad."

agree Fuad Yahya : That is the intended meaning. Please note, however, that Arabic financial language has recently tended to jettison the words دائن and مدين because they confuse the public. Instead, مقترض and مقرض are preferred for clarity.

That is right Fuad, and it would depend also on the country you are translating for, and hence use words, i.e مقرض او مؤتمن ... الخ
