Thanks a lot. I agree with you that the first half of the sentence has the grammer error.

However, for the translation of the "challenges that ... systems and subcontractors that don't talk to each other", I first translated it as you do. After a second thought, I revise it as the translation shown above, i.e., "challenges like gaps between engineering plans and construction realities, (between) systems and (between) subcontractors that don’t talk to each other".

When following your translation and my first one, I have the questions: only the "subcontractors don't talk to each other", or systems and subcontractors don't talk to each other, or only systems don't talk to each other and subcontractors don't talk to each other?

The reason that I am confused it that, in my experience, systems or subcontractors or both are not challenges of a project. However, when systems don't talk to each other, or subcontractors don't talk to each other, they are challenges.

Besides, we don't say "systems don't talk to subcontractors". However, if a general contractor (or prime contractor) does not talk to subcontractors, or vise versa, it is a challenge of a project.
