Additional field(s): Government / Politics, Medical: Health Care, Journalism
English term or phrase: phased response
Definition from Managing Water Supply and Sanitation:
Dynamic (or phased) response: For the maximum impact on health, interventions should focus on immediate problems as well as longer-term objectives. Emergencies are dynamic events, and programmes should take account of this. The problems which arise and the responses needed to address them are not the same immediately after disaster as they will be six months later. The response should aim to meet urgent needs and give time for planning and organising longer-term solutions, building, where possible, on equipment used during the first stage.

Example sentence(s):
  • Scoping for the early action began during the development of the phased response strategy and was carried further in the development of the consensus memorandum. USA Department of Energy
  • A phased response framework that can be activated according to either locally agreed trigger mechanisms or authorisation by designated clinical leads will help define the points at which changes from normal practice are required and should assist in justifying decisions which would be considered controversial in normal circumstances. The Intensive Care Society
  • Restrictions aimed at preventing the spread of Covid-19 will be eased starting on 1 May so that parts of the economy can reopen as the government introduces a five-level phased response, announced President Cyril Ramaphosa on Thursday evening. Daily Maverick
