"the betting is against it" is colloquial for "it is unlikely", which translates into the above. A colloquial equivalent might be "ik (men) zou er niet op wedden/inzetten" or "ik zou er mijn hand niet voor in het vuur steken". The latter is personal, of course ("ik"), which the original is not.
