Khalatbari was alluding to a speech given by Ayatollah Ruhollah Khomeini, founder of the Islamic Republic of Iran, at the Behesht Zahra cemetery in February 1979. Khomeini’s speech condemned the government of Shapour Bakhtiar with these words: “I shall slap this government in the face [shall kick their teeth in]. I am appointing the government. I am appointing the government by the support of this nation!”
