These are "group formation photos" from the exercise in question.
This "exercise" simply means the ships arranged themselves in a group so that someone could take their picture all together, as in the examples in the links above.

This formation is not how they would be arranged for naval exercises.

The purpose is to get all the ships close enough together to take a picture from the air.

Explanation:
Well, there is no reason to take pictures in the middle of a military exercise! Photo has also the meaning "of, from or containing light." In this context, I believe, it can interpreted as "quick", or what?

neutral  Edward Plaisance Jr: Well, they are taking pictures all the time during these multi-national exercises, but this is more like a "family photo" where everyone has to be in the picture...arranging all the ships for this is an exercise in itself

ناوگان by itself is not sufficient, because we have ناوگان هوایی in Persian too, it should be translated as ناوگان دریایی provided that ships and maritime equipments are involved.

neutral  Edward Plaisance Jr: the default meaning of "navgan" is "ships"...we only really need to add a word when it is not ships that we are talking about, such as "taxi fleet" or "fleet of rental cars"...also the whole context of the sentence is about ships performing mine clearing
