Underlyer placement process. This is a term used in the insurance business. An American term (maybe also British, but not sure).

French translation:sous-jacent
Explanation:
In the absence of context, it is difficult to ascertain, but as a rule, underlying securities are referred to as "sous-jacent" (noun, masculine) and it would appear to fit in this case, although you may want to use it as an adjective, e.g., "procédure de placement sous-jacente". Please provide more context if this does not seem right.

Explanation:
Not much context unfortunately. I'm going from the point of view that "underlyer" qualifies "placement".
If you check in Termium, you'll find that the translation given for "underlying policy" is "police de base". Insurance policies are made out of long-term "safe" investments into securities.
