We have had discussions in a number of advisory committees with representatives from differing Member States who stated that if they had been asked a particular question in a particular way, they would have each understood it quite differently; a literal translation can mean very different things to different nationalities.

This may explain the differences in statistics, why, for example, there are such large differences between Portugal and the Netherlands or Finland. Indeed, there are surely considerable differences between each of the Member States, but it is important to ensure that the same sort of question is asked in the same way of each nationality, in order to obtain accurate answers and comparability.
