Hello! Does anyone understand this sentence?

"To support our loyal Partners, all handsets sold as part of a Launch Handset Plan contract will receive a €99 handset commission payment."

I don't understand the end of the sentence as it seems that the subject is "handsets". Not clear.
Could you please tell me what commission payment means here? Thank you

Yes, it's poorly written.
The partners will receive a commission for each handset they sell.
