Two Ggl hits for "hole in anchor bolt", both Japanese, and both showing (diagrams) an ordinary hex-head anchor bolt of the expansion or chemical-bonding type (no precisions given, but that's what they look like).
One site also refers to a "clip anchor bolt" (from memory), but I'm unable to ascertain from the diagram what is meant.
I'd recommend leaving it vague. It possibly simply means an anchor (bolt)that is inserted into a drilled hole subsequent to construction, as opposed to holding down bolts (studs tied to reinforcement) cast into the concrete foundation during construction.
