Explanation:
As they refer ti 'pigtails', it si cealr there is a braided (probably) screen present, as well as any possible foil layer as well
The point being made (and explained) here is that the length of this braid exposed (i.e. with the sheath removed) must be as short as possible, so as to ensure the screen is as continuous as possible, i.e. that there is as little of the unscreened core as possible, to avoid its being able to pick up interference (whence the mention of EMC).

Actually, this text is slightly misleading, as it is poorly worded!
The fact that the screen is bare or not isn't really important; what matters is that the central core is not "exposed" (i.e. unscreened) over too great a length.
What they are describing is correct, but the way they are describing it is very unclear!
Maybe I need to go back into technical writing...
