English to French translations [PRO]

English term or phrase: CCR

On a 1981 birth certificate from the Philippines, I have the following sentence :

"Puruant to the decision rendered by CCR (name of person) dated XXX and affirmed by CRG under OCRG No. XXX, the mother's first name is hereby corrected to XXX."

"CRG" is the Civil Registrar General and "OCRG" is Office of the Civil Registrar-General, but I cannot find CCR.
Does anyone have an idea?

I guess this refers to the CCR of Manila, for example.
