Don't know about an expression "consacrée", but I would translate this as above.
I think that "property of" and "proprietary to" are clearly redundant (but do not bring more significance), so I would shorten as above.

Il n'existe apparemment pas d'expression équivalente. "Proprietary" renforce l'idée de protection, mais peut aussi désigner un document confidentiel. A vous de voir s'il l'est ou pas. S'il l'est, alors vous devriez traduire par : "Ce document confidentiel est la propriété de".
Sinon, "ce document est la propriété de" est l'expression consacrée.
