neutral  Martin Cassell: As the context is Eire, and especially give the use of the preposition "to", I am fairly confident that this indicates this does not refer to school years (US 'grades') but to levels of certificates (see Jonathan's reference entry)

Au Canada, on parle de la 7e année ... sauf qu'au Québec, on parle du secondaire I. Ailleurs dans le monde, je ne sais pas.

Not so much the actual school grade, but the student's ability to master an instrument according to a standardized test.

agree  Martin Cassell: This is a standard eligibility criterion for youth music ensembles in Britain and Ireland, and refers to music exams as described by Jonathan. I would normally use the propsition "with" (= holding) or "to" (to a given standard), though.
