Somehow, I don't think that they are talking about a special kind of fried rice, but rather about a special price for a certain kind of fried rice. If I am right, you would use the first term.

If it is indeed a special kind of fried rice, then use the second expression.

I don't think I would use the word "pilaf" as it conveys more of a mediterranean, turkish or créole cooking tradition than a chinese cooking tradition. "Frit" is the term usually in use for chinese dishes.
