Context? Yes, we really need to know how this is being used. Normally, an 'industry brand' would be some kind of brand that is known within a given business sector (which might not necessarily be actually 'industrial' in nature) — if it mean what you seem to think, then it would more usually be expressed as 'industrial brand'. However, it does entirely depend on the exact context in which it appears.
