ce sont tous les degats causes par une bombe, un missile, un obus etc lors d'un tir sur des cibles n'etant pas les cibles principales visees.
On vise un batiment militaire et ce sont des habitations civiles qui sont touchees. Les degats faits aux batiments civils sont les degats collateraux. En theorie, ces degats n'existent or, en realite, ils existent toujours.
