When thinking about how one could arrive at the term *layer* in connection with electric motors, the only term I can think of his phase as in dreiphasen Motor. I can't help you with *mild*. Maybe single-phase motor?

Explanation:
Trying a bit of "reverse engineering", "Mild layer" becomes something like "Schonbelag", which in return leads me to think the Romanian original was attempting to provide sizing information regarding the switch in question. If you draw too much electricity through the switch it will overheat and melt. I believe the original spec was along the line of

Elektrische/Elektronische Kontroll-Armatur
1 Stück Hauptschalter, bestehend aus:

Geschindigkeitsregler
(Schalter) ausgelegt für Motor bis zu 7,5 kW
Kontroll-Indikator
(Kontroll-Leuchte)
