Explanation:
"to register a deed" = Urkundeneintragung in das Grundbuch, bzw. generell Eintragungen in das Grundbuch vornehmen, obwohl das engl. Pendant zu Grundbuch land registry ist.
Die Person, die diese Eintragungen vornimmt, ist the REGISTRAR of deeds, he is responsible for ensuring that documents presented for registration meet the legislative requirements as prescribed in the Registration of Deeds Act, 2009 and the Conveyancing Act. But this Person is not meant here, what the asker is looking for is the Person who WRITES the deeds, he is not necessarily the notary public but a civil servant, employee, official or whoever else.

  -> mag sein, doch hier ist von 2009 die Rede. Den Notar würde ich eher als UrkundenVERFASSER bezeichnen; der effektive Schreiber ist ein Angestellter der Notariatskanzlei. Wen der Autor tatsächlich meinte, bleibt unklar.
