This is from a letter. A company offer their services for rail flaw detection. It starts off with a general company description, i. e. number of employees etc. and then lists the services they offer.

We offer state of the art technology enabling us to provide the best fit of services to our customers’ individual requirements.

Our services include:

- *Chase car* technologies
- A number of ultrasonic test systems
- Portable test units.

"Chase car"? "Chase car"?? Are you sure we're not talking silver screen???

But, joking apart, this appears to be a highly colloquial term used for a rail vehicle, or perhaps even a road-railer, sent out to search for rail faults, maybe as the result of a track-circuit failure or similar incident. These two are definitely rail-bound vehicles, but I think they are probably the nearest to what you want. I don't know, but it may be that in Canada road-railers would often be used because of the enormous distances involved. Where road-railers are used in Europe would normally be at sites of actual work on the track, and not going out looking for faults.
