Berdasarkan petikan dari website resmi Kementrian Pendidikan Malaysia di bawah ini, saya simpulkan kalau terminologi "lower" ini berarti setingkat dengan pendidikan SMP (Sekolah Menengah Pertama) di Indonesia.

Yang membuat saya ragu, dalam pertanyaan pertama ada kata "early education". Rasanya cukup aneh, mengingat tidak ada kata "early education" dalam sistem pendidikan di Malaysia.
Menurut saya yang paling masuk akal adalah:
1. Typo / kesalahan sumber dokumen
2. Pertanyaan kedua tidak ada kaitannya dengan pertanyaan pertama (dalam konteks "what is your education level?" tidak ada kaitan dengan "early education" pada pertanyaan pertama).

Explanation:
IMHO, istilah "higher education" biasanya mengacu kepada pendidikan tinggi atau pasca SMA, seperti misalnya kalau di kampus-kampus ada jurusan "higher education management" begitu. Jadi dengan asumsi itu, lower education berarti "dasar dan menengah" atau yang bukan pendidikan tinggi.
