Provisional di sini maksudnya operasi 'sesungguhnya' belum dimulai tapi peletakan batu pertama ini telah menandai diambilnya langkah pertama dalam operasi tersebut. Bahasa Indonesia juga menggunakan istilah 'provisional' dalam konteks ini.
